Bounds was appointed by the Board of Trustees of State Institutions of Higher Learning as Mississippi’s sixth Commissioner of Higher Education on July 27, 2009. He has also served as chief executive officer of Mississippi K-12 Public Education and superintendent of the Pascagoula School District. Bounds holds both a Bachelor of Science in Sports Administration and Secondary Education, a Master of Education in Educational Administration from the University of Southern Mississippi and a Doctor of Philosophy in Educational Leadership from the University of Mississippi. LaForge’s guest is responsible for the Mississippi Board of Trustees of State Institutions of Higher Learning, including Alcorn State University; Delta State University; Jackson State University; Mississippi State University including the Mississippi State University Division of Agriculture, Forestry and Veterinary Medicine; Mississippi University for Women; Mississippi Valley State University; the University of Mississippi including the University of Mississippi Medical Center; and the University of Southern Mississippi.
